Achievements:

  • designed, developed and authored a Windows-based system to generate arrest warrants based on information maintained in a mainframe system;
  • created directory structure, layout, and general schema for the divisional Intranet;
  • designed, developed and authored a Windows-based system to record meeting schedules and generate HTML-encoded updates for the agency Intranet.  This system prevents double-booking of meeting rooms and ensures tracking of meeting cancellations;
  • designed, developed and authored a Windows-based system to run multi-element wild card payment identification queries against an extract from a mainframe.  This system is also currently used by Tier Technologies, a private contract vendor which handles payment processing for the State;
  • designed, developed and authored a Windows-based system to extract pertinent data from a mainframe for desk audits conducted at local sites using laptops.  This system allows procedures audit staff to immediately see if local file data is at variance with mainframe data without requiring onsite access to the mainframe, and also establishes an audit database for later analysis.

Duties include:

  • providing expert subject knowledge for the design and implementation of the new statewide child support computer program, NJKiDS;
  • conducting needs and systems analysis, designing, preparing, and writing programs using Microsoft Visual Basic .NET, Microsoft Visual Basic 6, Visual Basic for Applications, Microsoft Access, Crystal Reports, and the GLINK scripting language, including DDE and OLE interfaces to emulators accessing legacy mainframe systems;
  • overseeing site beta testing and interviewing users for additions and corrections to programs before final release;
  • designing and maintaining site structure for the Probation Services intranet;
  • designing, writing, and updating content for the Probation Services intranet.  Original design work was completed using Microsoft Front Page 2000; current maintenance and new pages are completed using Macromedia Dreamweaver MX, Microsoft Front Page 2003, Adobe Acrobat 9, Adobe LiveCycle Designer ES, Microsoft Power Point 2003, and Microsoft Visio 2003.  Intranet files are stored on a UNIX system running AIX version 4; on a Microsoft Windows Server 2003; and on an IBM Websphere system;.
  • designing and conducting training sessions for local site personnel;
  • participation at planning and interagency meetings;
  • creating database extracts and conducting preliminary statistical analysis;
  • conducting needs and systems analysis to submit requests to mainframe programming staff for discrepancy correction or modifications to fit new statutory requirements;
  • debugging COBOL code as requested by mainframe programming staff;
  • conducting procedures and regulatory analysis to devise new operating procedures for local site operation which meet new statutory and/or regulatory requirements;
  • analyzing, evaluating, and providing advice to management on work methods and procedures, communications, organizational structure, policy development, records management, and similar areas; devising and explaining operational procedures to implement such advice.

Programming and analysis is carried out using Microsoft Visual Basic .NET, Microsoft Visual Basic 6, Microsoft Access 97, Microsoft Access 2003, Microsoft Excel 2003, Microsoft Word 2003, the internal scripting language for the GLINK emulator (to access the Bull mainframe system), the OLE interfaces to Lotus Notes, to the Hummingbird 3270 emulator (to access IBM mainframe systems), and to the GLINK emulator.  The primary tool for training presentations is Microsoft Power Point 2003.

  • acting as lead programmer for production of a version upgrade or maintenance of an existing version; assigning programming tasks to other programmers to implement required changes;

Programming was carried out in Microsoft BASIC PDS 7.10, Borland Turbo Assembler, and the EPOC programming language for Psion Walkabout units.

Achievements included:

  • Designed, developed, and authored a Windows-based system for the Comprehensive Enforcement Program involving selection, scheduling, and calendaring of cases.  The system accepted multi-element information from a legacy mainframe and interfaced with other state systems including Wage Reporting and Support Enforcement;
  • Designed, developed, and authored a Windows-based system for tracking Probationers who were subject to the reporting requirements of "Megan's Law".

Duties included:

  • designing, preparing, and writing programs using the GLINK scripting language to interact with the Automated Child Support Enforcement System (ACSES) and other systems via the Bull interface;
  • conducting needs and systems analysis, designing, preparing, and writing calendaring systems, tracking systems, and utility and interface programs using Microsoft Visual Basic 3, Microsoft Access, and Crystal Reports;
  • upon N.J. Administrative Office of the Courts (AOC) request, providing other sites with certain of the above programs, conducting additional analysis and programming to modify as necessary to fit local needs;
  • consultation with State Government systems staff on unusual systems problems, including review and analysis of problems referred by staff from the State central coordinating offices;
  • verification of system operation within established specifications and reporting discrepancies for system modification;
  • consultation with other sites for solution of unusual occurrences;
  • analyzing, evaluating, and providing advice to management on work methods and procedures, communications, organizational structure, policy development, records management, and similar areas;
  • review of pertinent Federal and State statutes, directives, rules, and decisions to ensure compliance with appropriate legal standards in the implementation of new procedures and programs;
  • devising standardized court orders, procedures, and internal forms to ensure accurate recordkeeping and data input; providing same to AOC on request for use by other sites;
  • conducting on-the-spot reviews of unusual requests or requirements to determine the correct response by staff or management, ensuring that such response is congruent with currently established policies and procedures;
  • devising and implementing initial system training for new personnel hired by the Monmouth Vicinage with duties relating to ACSES;
  • ongoing instruction of clerical, data entry, investigative, and management personnel in the above as well as all Vicinage-level system procedures including demographic, accounting, disbursement, and security functions; ongoing instruction of same in Windows 3.1, Windows 95, Microsoft Word, and WordPerfect;
  • review of user manuals and editing same for use by different areas of the Division;
  • developing and implementing procedures for database cleanup;
