Achievements:
- designed, developed and authored a Windows-based system to generate
arrest warrants based on information maintained in a mainframe system, saving my employer at least $8,000,000 over a nine-year period (conservative estimate not allowing for benefits of additional personnel which would have been needed), and designing the business processes required resulting in modifications to rules of court which obtained for me the award of listing in Who's Who in American Law from 2005 - 2008;
- designed, developed, and authored a procedure to extract financial data from a collection of malformed Acrobat files; gathered extracted data and formatted it for modification of records in the mainframe system, saving my employer approximately $50,000,000;
- created directory structure, layout, and general schema for the
divisional Intranet, serving approximately 2200 primary users in over 25 regional offices;
- designed, developed and authored a Windows-based system to record
meeting schedules and generate HTML-encoded updates for the agency
Intranet. This system prevents double-booking of meeting rooms
and ensures tracking of meeting cancellations;
- designed, developed and authored a Windows-based system to run
multi-element wild card payment identification queries against an extract from a
mainframe. This system was also used by Tier
Technologies and ACS, private contract vendors which handled payment
processing for the State;
- designed, developed and authored a Windows-based system to extract
pertinent data from a mainframe for desk audits conducted at local
sites using laptops. This system allows procedures audit staff to
immediately see if local file data is at variance with mainframe data
without requiring onsite access to the mainframe, and also establishes
an audit database for later analysis;
- designed, developed, specified coding needs, and directly interfaced with COBOL programmers responsible for our mainframe system on a subsystem to replace our non-standard credit bureau arrearage notification with tracking and outputs which are Metro-2 compliant (1 / 2005 – 9 / 2005);
- designed, developed, specified coding needs, and directly interfaced with COBOL programmers responsible for our mainframe system on a subsystem to notify field workers when a case should be scheduled for Court closure, including design of documents, timeline triggers, and other operations (6/2007 – 8/2008);
- designed, developed and authored a Windows-based system to record, tabulate, and transmit via network outcomes of hearings conducted by Child Support Hearing Officers each month, in order to meet Federal reporting standards.
Duties include:
- providing expert subject knowledge for the design and implementation
of the new statewide child support computer program, NJKiDS;
- conducting needs and systems analysis, project design, establishment of foundation for execution, and
writing programs using Microsoft Visual Basic .NET 2012 and 2010, Microsoft Visual
Basic 6, Visual Basic for Applications, Microsoft Access, Crystal Reports, and the GLINK scripting
language, including DDE and OLE interfaces to emulators accessing
legacy mainframe systems;
- creating in-business unit applications with sole responsibility for the entire software development life cycle (SDLC);
- overseeing site beta testing and interviewing users for additions
and corrections to programs before final release;
- designing and maintaining site structure for the Probation Services
intranet;
- designing, writing, and updating content for the Probation Services
intranet. Original design work was completed using Microsoft
Front Page 2000; current maintenance and new pages are completed
using Macromedia Dreamweaver MX, Microsoft Front Page 2003, Adobe
Acrobat 9, Adobe LiveCycle Designer ES, Microsoft Power Point 2003,
and Microsoft Visio 2003. Intranet
files are stored on a UNIX system running AIX version 4; on
a Microsoft Windows Server 2003; and on an IBM Websphere system;.
- designing and conducting training sessions for local and field site personnel;
- participation at planning and interagency meetings;
- creating database extracts and conducting preliminary statistical
analysis;
- conducting needs and systems analysis to submit requests to
mainframe programming staff for discrepancy correction or modifications
to fit new statutory requirements;
- debugging COBOL code as requested by mainframe programming staff;
- conducting procedures and regulatory analysis to devise new
operating procedures for local site operation which meet new statutory
and/or regulatory requirements;
- analyzing, evaluating, and providing advice to management on current business processes; recommending modifications when appropriate; devising and
explaining operational procedures to implement such advice.
Programming and analysis is carried out using Microsoft Visual Basic
.NET (2008 and 2010), Microsoft Visual Basic 6, Microsoft Access 97, Microsoft Access
2003, Microsoft Excel 2003, Microsoft Word 2003,
the internal scripting language for the GLINK emulator (to access the
now-legacy Bull mainframe system), the OLE interfaces to Lotus Notes, to the Hummingbird
3270 emulator (to access IBM mainframe systems), and to the GLINK emulator. The
primary tool for training presentations is Microsoft Power Point 2003.
